"Dimout" Instead of Blackout Is Achieved by Voltage Regulators

Rather than subject the civilian population of the United States to a tofal blackout, with its attendant traffic daggers, if war should bring air raids to fthis country, Samuel G. Hibben, Director of Applied Lighting for Westinghouse, proposes instead a “dimout.” If power stations were equipped with voltage regulating devices, he says, street lighting circuits could be reduced instantly in event of an enemy raid so that exposed lights would pale to a red glow. He suggests that city police carry shielded traffic lights strapped to their shoulders, that cars and trucks have a white band painted around their bodies, with cat-eye slits in headlights and that all vehicles have small running lights suspended under the chassis.
